This list is in alphabetical order. Richard Hicks returns from who knows where and is once again listed on the tax list joining John & William.
My column headings are cut off, but assume they are the same as 1788 with the exception of the actual tax owed column - no figures are included on my copy. Also a date is included for each man on this list - I assume that's the day he paid the tax. I can't read half of the #'s though (too many swirly-q's which look real pretty, but make it thoroughly unreadable!!) This list was super tough to read, so I recommend that you don't rely on my interpretation.
